I was under the impression that this had been D@H policy for quite some time; however, I have noticed that a vast number of the latest influx of new users are running Windows boxes. Doesn't this create an even larger imbalance for the existing HR issue?

Yes it will create a bigger inbalance for HR, that's why we want to only let linux/mac in at the moment. Actually I noticed the 'work committed to other platforms' message on one of my linux boxes today: the shared memory is full of windows-reserved results now!

Not yet, but the boinc dev team is working on such a solution I believe. I don't know how long it would take to get this into the released source code, but it would possibly be an interesting solution for the HR problem. The other solution is making the app turn out a result that is the same for all platforms of course :-) but that might also take a bit longer (we are working on this possibility in the background too)
