Could it be the same problem as at Rosetta@home - an application so serial in nature that the best they can do any time soon is make the GPU chip use only as many GPU cores as it can find enough graphics memory for to run multiple workunits at once, but at about the same speed? If so, multiply the memory requirements of the current application by the speedup you want to find the approximate graphics memory requirements of the GPU boards you'll need. Never mind that there will be plenty of GPU cores left over on most GPU boards - there won't be enough graphics memory to use them.
